Hi I'll add more info about this douchebag later. Basically he has superspeed and famous parents who are always too busy saving the galaxy to pay attention to him.

The reason he's wearing boots and not running shoes is so he doesn't sprain his ankles as easily tripping over things at seventy miles per hour. They're only marginally effective.
